The Texas Board of Legal Specialization was created by, and operates under the authority of, the Supreme Court of Texas.   Its members are appointed by the President of the State Bar of Texas.   The Board administers the program by which an attorney may earn a Certificate Of Special Competence in a particular field of law.   The program is voluntary and is funded entirely by fees imposed on participating attorneys.

What is a Board Certified Family Law Attorney?

An attorney who is Board Certified by the Texas Board of Legal Specialization in Family Law must have prepared for and participated in the contested trial of cases involving matters such as divorce, including  property division or other matrimonial matters, child custody, child support, modifications, adoption, paternity or other family law matters.

To become Board Certified in Family Law, an attorney must have:

  • Been licensed to practice law for at least five years;
  • Devoted a required percentage of practice to family law for at least three years;
  • Handled a wide variety of family law matters to demonstrate experience and involvement;
  • Attended family law continuing education seminars regularly to keep legal training up to date;
  • Been peer evaluated by fellow lawyers and judges; and
  • Passed a day long written examination

Initial certification is valid for a period of five years.   To remain certified, an attorney must apply for recertification every five years, and meet continuing practice, peer review and continuing legal education requirements for the specialty field.

How many attorneys are board certified in Family Law?

The State Bar of Texas published on May 26, 2006, a report by the Department of Research and Analysis, that there are 77,056 attorneys licensed to practice law in Texas, of which only 7,020 are Board Certified, of which only 700 are Board Certified in Family Law.

The legal consumer can identify a Family Law Board Certified attorney in one of may ways. A Family Law Board Certified attorney is entitled to indicate certification on business cards, and in advertising materials, or by displaying the Certificate of Special Competence awarded by the Texas Board of Legal Specialization.

College of the State Bar of Texas

The College of the State Bar of Texas is an honorary society of lawyers who are among the best trained attorneys in Texas. The College recognizes Texas lawyers who attend at least double the Continuing Legal Education (CLE) required by the State Bar of Texas.

The State Bar College of Texas is the only organization in the United States formed for the purpose of promoting and recognizing attorneys who pursue excellence through voluntary attendance of continuing legal education programs. Jim D. Bowmer and Franklin Jones, Jr., both past presidents of the State Bar of Texas (Bar), credit each other with starting the State Bar College. Mr. Bowmer, who believed that lawyers in Texas should be given credit for attending programs of continuing legal education, urged Mr. Jones to persuade the State Bar Board of Directors to adopt the idea for the College. Once the State Bar Board voted to approve the idea, Mr. Jones appointed Mr. Bowmer to lead a subcommittee of the continuing legal education committee of the Bar to crystallize all of his ideas into plans for action. In December of 1981, the Board of the Directors of the Bar asked the Texas Supreme Court to establish the College by order of the Court.

The Texas Supreme Court established the State Bar College on December 14, 1981. The Court's order described the purposes of the College as follows:

To recognize lawyers who maintain and enhance their professional skills and the quality of their service to the public by significant voluntary participation in continuing legal education;
To sponsor or otherwise assist in the presentation of programs of significant merit and widespread relevance and applicability, such as programs on professionalism and legal ethics; and
To promote among members of the Bar and the general public the educational and public purposes of the College and its members.
